PERTH Glory have been barred from the A-League finals and heavily fined after the Football Federation Australia found them guilty of salary cap breaches.
Football Federation Australia (FFA) made the announcement at a media conference at 3PM (EST) after investigating the Glory.
The FFA has fined Glory $269,000 and dropped it from the finals.
A-League boss Damien De Bohun outlined “significant non-disclosure” including: “Payments to a player’s family member; Payments of player agents’ fees; A Third Party sponsorship; A Pre-payment to a player; Payment of travel costs; Accommodation benefits; Provision of motor vehicles.”
“Football Federation Australia (FFA) has determined that Perth Glory Football Club will be excluded from the 2015 Hyundai A-League Finals Series after being found to be in breach of the Hyundai A-League’s Player Contract Regulations (‘salary cap’),” the governing body said in a statement.
“At the end of Round 27 the Club’s position on the ladder will be adjusted and recorded as seventh.
“The sanction follows the determination that Perth Glory has deliberately failed to disclose reportable benefits and payments to at least six players, and from the beginning of the 2014/15 season has been operating in excess of the allowable salary cap of $2.55m by in the order of $400,000.”

How Perth Glory’s arrogance and disregard for A-League rules led to a salary cap rort and disgrace
IT was late April 2014 and Perth Glory had just come off a disastrous season where they finished eighth, two points off bottom.
Glory had taken a public bashing after their “worldwide search” for a coach ended with the reappointment of the local who recorded nine losses in 17 games.
Kenny Lowe had begun overhauling the squad in the January (2014) transfer window and was determined to make his last few signings count.
There was no shortage of names offered up by agents, owner Tony Sage and chief executive Jason Brewer, who enjoy the wheeling-dealing aspect attached to negotiations.
Lowe dealt with names, Brewer with the numbers.
Youssouf Hersi, Diogo Ferreira and Dino Djulbic were signed, while Danny Vukovic returned to the club after a failed loan stint in Japan.
But negotiations were well advanced with a far bigger catch.
With over 250 games in England’s top two divisions and 30 Republic of Ireland caps, striker Andy Keogh was offered to A-League clubs at marquee rates but his preference was Perth, where some of his family had already relocated.
After some haggling a two-year, $700,000 deal was struck with Glory.
The Sunday Times understands this deal put Glory at the brink of the $2.55m salary cap and Glory officials, including Brewer, were aware of this.
In coming months, Glory signed Ruben Zadkovich, Mitch Nichols and Richard Garcia.
Glory was well below last season’s $4m wage bill, but at $3.5m they didn’t have any genuine marquee wages like William Gallas, who was believed to be on $800,000 last season.
With the first quarterly salary cap report due in October, Glory officials were scrambling to legitimately fit the impressive 22-man squad in.
Keogh’s season salary was submitted as $160,000 to FFA, while the balance of his $350,000 for this season was paid via third-party rental and car deals.
The Herald Sun understands that there were payments made to two separate Keogh family members, including one of $50,000 — none of these were disclosed to FFA.
It’s believed that this is why Glory chose Serb Nebo Marinkovic as their marquee, despite his salary being less than $250,000.
It’s believed that the payment methods were not disclosed to Keogh until after his family had arrived in Perth and that he was unaware of any illegalities.
At least six players received payments that weren’t disclosed to FFA. Like Keogh, it’s believed that these players were unaware of the looming cap breaches.
Glory had a chance to rectify the situation when the first show-cause notice was issued in December, with the January transfer window looming.
It appeared Brewer remained confident that FFA would not uncover his various payment methods.
Despite the fact Glory claimed they were co-operating with FFA, it’s understood the reason forensic investigators were engaged was because of the club’s lack of co-operation.
Glory’s arrogance and disregard for A-League rules and lack of empathy for the graveness of the situation has been highlighted throughout.
Brewer was prepared to go even further, as they opened negotiations with more players, including Nikita Rukavytsya, who ended up signing with Western Sydney as an Australian marquee.
In the end, even FFA was gobsmacked at the raft of secret, systematic and undisclosed payments after the investigators sifted through thousands of emails and documents.

That is an oversimplification. Most of it relates to the salary of Keogh.

Merrick has called for a league wide audit. Would be hilarious if all clubs were breaching it except for the Nix who every man and his dog seems to want kicked out of the comp.
Expect us to be fined and given a points addition for not breaching the salary floor.

FFA confirms that the FFA independent Disciplinary Committee comprising John Marshall SC, Lachlan Gyles SC and Shaun McCarthy will hear an application from Perth Glory Football Club at 5.30pm AEST Wednesday 15 April 2015.
The Disciplinary Committee will hear Perth Glory’s application that the board of FFA had no power to impose sanctions on the Club for breaches of the salary cap.

As a valued member of Perth Glory Football Club we would like to make you aware that today at 2pm PGFC CEO Jason Brewer will be making the below statement in full.
I would like to personally apologise for a series of events which have resulted in the club facing sanctions by the Football Federation of Australia. As CEO I ultimately take full responsibility for these actions which have resulted in the club being eliminated from this year’s Hyundai A-League finals campaign.
The decision by the FFA to eliminate the club from the finals, in no way reflects the massive effort undertaken this year by everyone, involved with the club.
I would like to stress that I genuinely love Perth Glory FC and all those involved in the club.
I stepped into the role two years ago with the belief that I could make a difference.
As a father of three, I have always wanted the best for my family and I applied the same principal to my “football” family and have at all times wanted the best for the club, its staff, sponsors, players, members and supporters.
There has been much media speculation regarding the club’s salary cap position.
Like every A-League club, we manage it throughout the season and it must be made very clear that this club has made each and every payment through its own records.
There have been no so called “secret” or “third party” payments made on behalf of the club.
As I said as CEO of the club, the ultimate responsibility rests with me and for this reason I must take full and total responsibility.
It is therefore, in the best interests of the club, I announce that from today I am resigning as CEO of Perth Glory with immediate effect and before the outcome of the appeal process is reached.
I unreservedly apologise to the staff, members, sponsors, fans and players of Perth Glory for the position in which the club finds itself in.
Perth Glory is a great club, with a great tradition - it has world class members, quality players and quality staff and they should all be supported in moving forward.
This Sunday marks the last home game of the season for Perth Glory FC
I would like to urge all the members and fans to flock to nib Stadium and give the boys and Kenny Lowe the send-off they all deserve.
