There were no numbers issued, Just the first 5. The ref never asked for an "order" per-say. But look the chips fell where they lay, we had 80mins to win the game and 5 penalties just the same as Kotara. So that's what our coach was blowing up about. Why an order is of that importance is my question, you have the first 5 so why bother with a specific order? It's not like you know your keeper will save penalty 3 or 2 or any advantage.
I've never been involved in a penalty shootout where the ref hasn't demanded the order of the first 5 beforehand tbh - it is strange if they didn't ask for it in this game, or if they changed the numbers of the order. My guess is the team official accidentally gave the wrong numbers/order, but obviously I wasn't there and can't back said claim up.
I asked a ref once why they needed the specific order and it was "so they made sure the same guy didn't kick it twice before the entire team had a kick each". Which made me never understand why they couldn't just record the number of the kicktaker after the kick, but anyway.
There is always a predetermined order of kickers.
That's part of the joys of the penalty shoutout.
Even juniors have to designate a particular order.
World cups they designate a particular order...
NPL they designate a particular order.
And it's for the reason you mentioned, so teams cannot change the order to suit their needs. Eg if johnny get nervous and you want him to take a pressure free kick you can't send him in 3rd at 2-0 if he was designated last. That's all part of the tactics of a shoot out.
Commiserations, complete heresay but if the referee didn't specify there needs to be an order, then that's an unfortunate shortcoming of the referee involved.

The reason you got sounds like bull, tbh, as you said, they can easily write down numbers.
For kotara we got together straight after the whistle the first two takers put their hand up straight away then the coach agreed with the next four players what order they would go..... we then supplied the ref with this order - names and numbers

thats the funny thing he never actually asked us for the order (hes exact words were " who are your top 5 penatly takers") but we gave anyways and he got them wrong but we clearly heard him ask kotara for their penatly takers in order
same thing actually happened last week in the 3rd grade penalty shoot out the ref never asked for the order just said who are your 5 and one of our players had to be called back by the ref because it wasnt his turn
like NWM said in no way are whinging about the result full credit to kotara just saying the ref made a mistake taking down the order, we all know they make mistakes just like we all do

We did have some other things planned for the day however however with all the rain most of Saturday and from 7am sunday to kick off on third grade most energy went into getting the field playable. When we got there on Saturday morning there were actually some very large puddles covering the ground that wouldve postponed the day

Though clarification could've been sought after you heard red ask for the exact order from the other team.
And the fact that you had a similar mishap for failing to provide the proper order merely weeks ago.
Idk, on fifa you mark out your kickers and can't change the order. Fifa is right.

However, you must admit it's pretty poor form not specifically advising teams that their list of kickers needs to be in kicking order.
Was there a memo sent out regarding the shoot out?
Would have alleviated confusion if the referee specified that there needed to be a specific order, though.
But, as you said they missed 3 anyway. There's been a order of kickers for as long as I can remember. Fifa do it. They heard the referee tell the other team it needed to be in order. They had the same incident occur the week before and didn't learn from it.
As you said there has been an order of kickers for a long time-therefore clubs should have been aware of it and be responsible for their own actions
With regard to your comment on whether a letter had been sent to the clubs regarding the kicks if you refer to the playing rules of the competition-Clause E09(b) the rules are clearly set out and I am sure that all clubs have a copy of them and are fully conversant with them-not.
Easy the blame the referee as usual.
Hopefully this might clear up the penalty shoot-out kicker order fiasco:
We (Kotara) sorted out our order pretty quickly out in the middle. Then I was approached by the 4th official and he asked who are the 5 kickers and he'd put a dot next to their name on the team sheet. I said dont you need an order? He said oh yeah i suppose we should, so i specifically told him the shirt numbers in order, which he noted on the team sheet. He wasn't going to ask for them until i pointed out that the order is required. I was a bit underwhelmed by the lack of knowledge and 'officialdom' from the 4th official, so to make sure of the process, we wrote down the names and order and gave them to the referee. I guess we were a bit pro-active in overcoming the poor form of the men in charge. Shouldn't have to, but we did.
I guess what I'm saying is that neither team were asked for an order due to an oversight by the officials, but we provided one because its just what you do.
Next topic of conversation.... Why are Grandfinal's on Sunday? It ruins the celebrations/commiserations of the teams involved. I really hope there's an uproar and we can play GF's on Saturday's in the future.
