Not involved on committee anymore, but wondering, why didn't Hamilton take it on as a home game ? Or play it somewhere other then lisle Carr with suitable lighting ?

That doesn't sound right.
If teams are drawn as the home team and their lighting/ground doesn't stack up they would have the opportunity to find an alternate venue. The opposition's is probably the easiest, but that wouldn't mean teams are given no option, just that they are given an easy one that they don't have to do any work for. (I don't know know where Hamilton play so I don't know what their ground situation is).
Agree no one should be charging for this match though.
