We have FTTN here [Oakhampton / Maitland and can stream 4k Netflix absolutely no problems.

We were also getting around 21mbit per sec from ADSL2+ back in the day as well because we are close to the cabinet and it's a very low density area.

When I was at Belmont we struggle to get 4mbit on ADSL2 - and even now my sisters NBN at Belmont North is not even close to being capable of streaming 4k or even HD content consistently.

NBN even at its minimum service obligation of 25/5 is capable of 4K streaming. My guess is your sister is on a low bandwidth plan and/or the RSP is over selling its CVC. Point her in the direction of an RSP like Aussie Broadband that guarantees its CVC/AVC ratio.
