Misinterpretation of the rule actually. The game can restart if all players are in their own half (except for the bloke kicking off) and the ref blows the whistle. Being in the opponent's half or off the field both do not constitute being in your own half. The danger would be if a team runs to their supporters which are located somewhere in their own half and celebrate there, and the ref allows the other team to kick off.
I thought the rule was the supplement to what you said. A team can't kick off until opposition players are NOT in your half of the field, rather than needing to be in their own half. So if everyone was off the pitch you could kick off. Hence why in the England game Southgate told Trippier to make sure he didn't cross the halfway line whilst everyone else celebrated.

Nah. Just misinterpretation by Ladbible and I guess by Southgate / whomever instructed players that that was the case.
