Separate from seniors. If clubs with low seniors build stronger youth it may flow on.

Club championship is a not a bad idea to separate divisions. A club with 3 lasts and a first needs a major fix. Clubs with teams that are all 4th provide quality opposition in each comp

Coast teams enter div 2 and promote with results.

Player turnover??? If youre trying to get off bottom maybe a few need to be replaced if possible.
