I got that email for both non-PMA (email Feb 5th) and PMA (email dated Feb 11th). A few days ago, you couldn't login to the non-PMA, when you were able to log in to that account, people started getting notified. At the moment you can't log in to PMA, so I'm 99% sure it isn't your PMA (not to say you haven't got Australian tickets since you applied through both ways).
As for bank commission, mine doesn't charge me anything for an online transaction, so if you're copping 8% get out of that shit.
