Pretty easy in practice I would think.
All clubs have the contact person for opposition teams. Quick call on a day of concern to converse about the situation. If its been pissing down and both parties don't wish to inspect the pitch call it off. If the away team wishes to inspect they arrange themselves (or appropriate committee member) to inspect together with the home team committee member. If they inspect and agree, call it off. If they inspect and cant agree, leave it in the hands of the ref.
