They don't have to, PYL is separate from 1st grade, so they have made it easier for clubs to come up not more difficult.



Conform to what? No requirement to have youth so there is no need to conform on that side of things.
There was a bye in 18?s this year

They have been told if you do not have youth you can?t go from NL1 to NPL. So what it means is if they finish in the top 4 in NL1 they can?t compete in the end of year playoffs. So no youth means 1st grade are playing for nothing cause there is no GF or can?t be promoted.
Tough to keep players interested with no incentive
