The ref will only call it if its dangerous to play on, a pitch can get destroyed well before you reach that point.

Ive been playing for 37 years and only had one occasion when I was 16 where a ref has called the day even though the fields are declared open.

It just comes down to whether people value a single game of football higher than the pitch they will need to play on for the remainder of the season. Being Round 3 just gone, I have no issues with clubs being conservative with their decision. I think preserving pitches at this time of the year is far more likely than any conspiracy theories about calling off games due to weakened squads.
