I was under the impression that the 3 U/20s weren't included in the 23 man squad but you needed to have at least 3. I could be wrong, most likely I am

You are thinking of the allowance for 3 x NYL players on pro contracts (like Lundy last year). That is outside the cap.

The 3 u20's is a squad requirement and inside the cap.
