Just quickly googled some EPL substitution stats.
% of games in which all (3) substitutions are used is 77%
Defensive subs 17%, neutral sub 60%, offensive sub 23%
Average first, second, third sub minutes are 62, 72, 81. He also gives a breakdown depending on different game states, for example when losing the average sub times are earlier 58, 68, 78.
Data was used from 2012/13 through 2015/16 seasons.

First game of the season, Kokko gets pulled at 37 minutes, think due to fitness?
2nd game Nobby is replaced by Clut at half time, again fitness concerns if memory serves?
2-2 draw with WSW, Poljak comes on for Jackson's injury at 40 minutes
2-0 loss to Victory away (awful game from memory) Ma replaces Nobby at HT, but think that was tactical/ineffectual
Boxing Day v Wellington - Koutroumbis replaces Boogs at 54 minutes due to his ankle flaring up again
Another loss to Victory away - Vujica injured and replaced by Cowburn at 41 minutes

Depends what we consider an impact. I can't tell anyone anything about goal-saving tackles or clearances.
But we have had 3 players score from the bench. Clut v Brisbane which took it to 4-0, Nordstrand v Adelaide which won the game and Ma Leilei against Victory which took it to 3-1 - so no concequence
And (sorry in advance Plague) 2 players off the bench have been attributed with assists. Leilei played the pass to Nordstrand against Adelaide and Nordstrand came on at HT against the Nix and cut the ball back for Hoole to level the match at 1-1.

Haven't gone to the length of subs from different positions (winning, losing or drawing at time of sub).
But the average time for a sub when we go on and win the match is 76 minutes.
Subs when we draw or lose the match are almost identical on average - 68.9 minutes (let's just call it 69 minutes)
So it stands to reason, Jones appears to be trying to make earlier changes to chase the game. I think we can all agree that there has been a lot less playing for a draw this season.
Purely from an outcome of match (e.g. we were drawing when they came on, game finished in a draw), 10 of our 19 games, all 3 substitutes have not changed the outcome.
One win (4-0 Brisbane, 1-0 at 1st sub, 2-0 at 2nd, 4-0 at 3rd)
Three draws (Rd1 Adelaide 1-1 all subs, Rd15 Perth 2-2 all subs, Rd19 Victory 0-0 all subs)
Six losses (Rd4 Sydney 0-2 all subs, Rd5 Nix 0-2 all subs, Rd6 City 1-2 all subs, Rd13 Victory 0-2 first and second, 2-4 final, Rd16 Wanderers first 0-1, second third 0-2, Rd17 Perth first 1-2, second 1-3, third 2-3)

Agree with Evo. Cockerill almost immediately dismissed it as going wide despite the save from Thomas.
But the replay at home, and even on my first look live on the tv, it was sneaking in.
