The idea behind HECS is that Governments can't afford to offer free education which is simply not true.
With the introduction of HECS people are being suckered into paying for something they can't really afford much like financing on a car or any other asset that loses value over time.
Property / Houses in general are something that generally appreciates in value over time. But education in most cases has a limited life meaning the value of a degree declines over time.
For those able to afford to pay upfront the cost is much less [benefits of paying upfront, no interest] and the asset itself still has value once they own it outright due to it being fresh / new / relevant. For those that can't pay upfront not only do they pay more, by the time they make their last HECS payment the asset has essentially no value at all.
We can also look at Human Capital Theory [HCT] where studies have shown that anything beyond a basic undergraduate degree is a complete waste of time and money.
The only ones to really benefit are the charlatans offering the courses / degrees.

He is a smart kid, does very very well at school thanks to his mothers genes and help (dads an idiot just rambling about football and Trump 24/7). He goes to a pretty lefty type school, they do welcome to country before every ceremony, always raising money for weirdo causes ARENT THE REFUGEES RICH ENOUGH YET WHY DO I HAVE TO GIVE ANOTHER GOLD ****ING COIN. He was tut tutted in class when he backchatted the teacher who made a smart ass comment about President Trump. (i raised it at the teacher parent interview dont you worry).
But nah, not at any time has the school deep dived into the area of institutionalised racism enough that would make Plague Jnr think he gonna fix it by having a damn sit in. Ive actually been pretty impressed with the way the school has taught them about indigenous folk, and its def taught as 'history' rather than THE WHITEYS ARE STILL LASHING THEM AND RAPING THEIR SACRED ROCKS etc etc etc.
Plus the school hes at has every colour of kid under the sun so even 9 year olds would be able to tell the con of a school full of ethnics getting a good education is occurring in a country that hates anyone but the whities.

added to this point (which i totally agree with) but HECS is now causing the problem of Uni's just filling seats in courses with any bozo regardless of their entry score because the Uni gets the funding up front. They certainly dont care how Mr Mong is gonna pay off that sweet arts degree because he cant get a job and is in fact, a moron who shouldnt have been at Uni in the first place.
Hence devaluing the degrees that the kids who did actually qualify end up with.

Very true. There's also been a massive push to make courses more attractive to students such as flexible learning arrangements, removal of mathematical content, lowering the bar by making formal exams less important in the overall course assessment.
I can remember Intermediate Macro and Introductory Finance / Accounting having 70% failure rates in the 80's and 90's [Because exam was 80% or more of the assessment]. Students started avoiding the courses so they watered them down to make them passable for the marketing / business students that in general have very limited mathematical ability.
This essentially propped up enrollments in these courses from 60 or so to 500 plus.
With respect to accounting I recall they made it possible to actually avoid 100 level finance subjects at Newcastle by giving exemptions to people who completed a much easier course at TAFE. Eventually, the Uni course was watered down significantly to get back the students they were losing to TAFE.
Don't get me wrong, plenty of dumb khunts were enrolled in degrees long before HECS appeared - but it's definitely getting worse now that pretty much anyone can gain entry.
The real shit will hit the fan when PHd's can be purchased through a HECS type scheme [I'm a bit out of the loop here so it may already have happened].
