Yes. That's a result of loss aversion. The suggested change would "increase the likelihood of a goal in extra time by 45 to 60 per cent. It "would therefore reduce the proportion of tedious games with scoreless extra time by half, from 50 to 25 per cent."
The "luck" of the shoot-out isn't the problem. See above.
There's no problem that must be fixed. But this is a clever way to improve the game.
